If you change the control point P2 then two segments will change and if you change P3 then three segments will change. Only first segment will be affected when you change P1. Your explanation is correct that B Spline is local control curve but the example is little wrong.

you are teaching in reverse order. first draw and explain, then write statements. for example, you spent almost 50% of video time on writing 5-6 lines in the page1, which makes no sense until you come to 2nd slide. so why force people to remember it. instead, draw explain and then show the notes pointers to remember.
