Ok, so apparently Fanghunt Lu's racism buff either does not treat the Murder enemies as bloodbags or they need to have the 15+ potency and 3+ count to have that buff trigger.
Honestly with the right EGO gifts / support passives, I'm pretty confident that every ID can solo MD4R. Some are more tedious than others though, most (though not all) IDs with very few coins struggle to do much damage, so fights end up dragging on for a long time, some that come to mind are Zwei Sinclair, LCB Ishmael, and Sloshing Ishmael.

The way it's worded, you should indeed only get that bloodfiend buff at 15+ potency and 3+ count. At least that's the way I would interpret it.
Arent they tagged differently? Bloodbags are tagged as, well, bloodbags, and Cassite/sasha tagged as bloodfiends
