Idk if it qualifies as a "practical" reason for cuffing sleeves, but my grandpa used to be the epitome of greaser and he cuffed his sleeves around a pack of cigarettes, he said that they where easier to get to than in his pants pocket, also he could get a cigarette without sticking his greasy hands in his pocket (he worked as a mechanic then as an assembly line worker in a car factory). Also yeah, he probably cuffed them to show off his guns.
