The States are not federating units. They were created by the military governments and their affiliated civilian elite. Federating units do not go cap in hand to share money at the centre except they agreed to do so at the formation of the federation.
Tinubu should go ahead and implement that bill. If the North then protest again, he should summit bill for regional government to the senate for referendum immediately.
How can you implement a bill that has not become law. It has to go through every required stage at the national assembly, then signed into law by the president before implementation.

These are bunches of failures in all aspects of socio-economic development paradigm shift starting from the first year of their tenure in office to either completing the eight years of election circle or voted out of power. Check their records of administrations, nothing to show for their success but failures. Are Nigerians comfortable with these failed characters, none accountability of their official mandates for the past twenty-five years of socio-economic development policy? The States are not federating units. They were created by the military governments and their affiliated civilian elite. Federating units do not go cap in hand to share money at the centre except they agreed to do so at the formation of the federation.
