Mark Ronson is the person who made the song. He's a Songwriter and Musician/DJ/Producer. In every song he does on his albums, he does the music and songwriting, while his featured artists sing the songs. He's always featured in the videos either reacting to his songs with the artist or shown playing the instruments next to his artists

FYI -- The reason Bruno Mars is the featured artist is because "Uptown Funk" is on Mark Ronson's album "Uptown Special." Bruno also has writing and producing credits on another record on the album "Feel Right." That song features Mystikal. Mark Ronson doesn't sing/rap so all his songs have vocal features.

Mark Ronson says he thinks of this as Bruno's song, but they definitely created it together, and Mark followed Bruno around from studio to studio for months so they could continue to work on it. It took something like seven months to complete because their schedules kept taking them to other work.
