I think they should actually do a final 3D universe gta game. Tommy, Claude and CJ as the playable characters. Set in 2010. Tommy is 59, Claude and CJ are in their early 40s. Yung maylay returns and they could use a AI voice for Ray Liotta.
Well. That wouldn’t work. Tommy Vercetti was 35 years old in 1986. When he was released from prison to Vice City. If we handle real age numbers, he would be 73 years old. And Claude and CJ would be in their mid or late 50s or something like that. 😊

But if you wanted a gta game returning back to the 3d universe and have these three icons of that era returning and being playable once again for fan service and lore expansion. It’s best to set it in either between 1993 and 1999. Because it would make sense. They would be at their physical peak. To commit crimes. Not when they’re senior age. No sense there. Some downgrades would include losing the wealth Tommy and CJ earned in their games. Claude would’ve been broke with a heist job gone wrong. And maybe he gained police attention that he left his money and needs to regain his lost money. Being a hitman. And this would clash with the two protagonists of Vice city and San Andreas. Maybe they would deal with events after their game settings except Claude because it’s a prequel to his gta 3 story. So Catalina doesn’t leave him for dead at a bank job and is still loyal with her for power and money. Tommy would deal with a criminal threat that would end up catching up to CJ and Claude and these legends would fight each other. But sees their common enemy, then they would learn to work together and kill the criminal who dares to roll over these three main protagonists up and their friends.

Tommy still running his business but in more legal ways and Claude just still being Claude. They always find that trouble always finds them. Eventually they cross paths and realize each other's enemies are actually their enemies. Together they take back San Andreas, Vice City and Liberty City. Even in 2010.

Maybe first Ken Rosenberg takes a flight to Vice to see Tommy. Tommy mentioned that he wanted him in Rehab to get his life fixed. Ken mentions that some new friends got him a job as a music Producer. Tommy is happy for him. Tommy gets in a shoot out with Salvatore Leon's gang. Tommy shoots his way out but gets hit in the back of the head and taken to Salvatore. Salvatore mentions that his business has been ruining his business and needed to eliminate him. He just wanted to tell him that before he dies He mentions that his old pal Ken and some kid screwed him over in Los Ventura's and that Tommy will pay the price. He mentions he has to go to Liberty to hide out. He leaves to Liberty and tells his gang not to kill Tommy until I get to Liberty to cover his tracks. Ken wonders what to do and that it'll be tough to kill Salvatore's gang. Ken Has an idea. Ken calls CJ to come to Vice and help out one of his old friends. CJ is hesitant but Ken mentions with some of his money from being a music Producer. He will pay for his flight, give a bit more when he gets there and even his friend is a rich guy and can give some to him. CJ mentions How Much we talking?
Not quite sure about this one but i remember seeing a video about you being able to see tommy's ice cream factory products in stores around in gta V or gta 4 stores, possibly gta V
