He was called that because SNK wanted to avoid possibly getting sued by an MMA fighter who had the same name as Marco Rodrigues, which is the titular character's original and definitive name.

Yes, Takashi Nishiyama the creator of the Fatal Fury franchise is the same dude who created Street Fighter 1, he now the ceo of Dimp (The company that helped with the develoment of SF4 and SF5). Yasuyuki Oda the main producer At SNK also was the battle designer for SF4 and the director for the arcade version.
