I love seeing McGruff on screen, and I can personally say that he has certainly helped me to be safe during my younger days.

Scruff had a lot of character development thanks do his uncle. He went from a naive street brat to a responsible young pup. There was a time where he didn't know what to do when it came to bullies, but he was more open and honest about it and didn't treat it like a joke.
It's good to put some playful spins to serious issues for the kids, but I enjoy McGruff when he embraces the serious tones. He would do well in gory content. He is a bloodhound after all.

I really like how they gave McGruff a Colombo-like voice, it really suits him. I think they introduced his nephew Scruff because of the [brief] popularity of Scrappy Doo?

Possibly. I think Scruff started around the same time as A Pup Named Scooby-Doo which also could have inspired the character.
