I have the same game you have on my PS4, & I don't have that option to mess around with any of the batvehicles in that game. .........well there are the races but that's it.

You can either do new game plus with everything you unlocked or start a new file

i thought I couldn’t use batmobile skins for the campaign.. given that many skins don’t have the battle mode

Yes, the Tumbler Batmobile is part of a paid dlc, but is also included in the season pass.
