Pindi , had become highly demoralized professionally weak and timid , and their will and resolve to fight had sunk to the lowest ebb . Yahya and his Cronies with their questionable , collective and individual conduct , were deeply mired in merry making and revelry . Their professionalism had abandoned them and their prolonged involvement and indulgence in playing politics and political games had eroded their Quality to Lead the Army . There is one very Significant lesson in Hamood ur Rahman Commission report : that we should have learnt from history . But alas that was and that is not to be ! Very good analysis and information . This history needs retelling. All of which is true . Of course the late general Niazi later tried to deny all of what was said about him in the books you quote. While niazi was not solely responsible for the east Pakistan debacle, however this task was way above his military or moral capabilities. With 35,000( never 90,000) troops facing over 300000 + Indians, and cut off from logistical resupply , where the hearts and minds of the people had turned against us, this was never a winnable war, but once it started it could have been prosecuted with more wisdom, morality and courage then this man possessed.
It was more of a political problem, even if general niazi didn't surrender and the political problem remained unsolved, East pakistanis continued to be treated unfairly ; East Pakistan would have separated

The number 90k + was after adding the civilian officers and civil military attachments and their families who were under threat from ruthless Mukti Bahini terrorists. Mujeeb won the election and was rightful to be handed over the rule of country, but Bhutto was power hunger and Yahya was his puppet, so Public mandate was violated. However, if Mujeeb was handed over the reign of Pakistan, the following unpleasant instances could successfully be avoided.
1) Massacre of innocent Bagalees, Biharis, Hindus, West Pakistani families and Urdu speaking.
2) Disintegration of country.
3) Crossing over the borders as refugees by the high number of Bangalis.
4) Till date the camp life of Beharis
5) Providing an opportunity to everlasting enemy India to interfere.
6) Historical surrender.
