Canada and UK governments have ageing population. They have universal pensions, which is paid by the state from current taxpayers. Another reason is the money made by universities in these countries from international students ( 4 to 7 times the tuition fees charged on native students). Finally immigrants bring their wealth into these countries because once you get a PR, you are unlikely to leave these countries. So you would more likely sell all assets in your native country and import that money into these Westerm countries, thus boosting the local economy there. Of course some of the bad apples also end up there such as fraud students and psuedo-humanrights activists ( Khalistan, Kashmir etc).
