Tennessee's 3 stars represent the three sections of Tennessee - East, Middle and West. Each is very different and the region makes them into one. Plus with the USA colors - definitely a Tier A state flag :) It is flown everywhere here!

Everyone only recognizes the battle flag so it avoids the controversy that happened regarding the Mississippi state flag a few years back where they had to update the design
Georgia had the battle flag emblem from 1956 to 2002 or so. We went back to a design similar to the pre-1956 flag, a design based off the CSA. God bless Dixie, alright.

New Mexico is definitely an S-tier flag and Rhode Island is definitely an A-tier flag. There’s something so beautiful in simplicity. New Mexico gets it right and for a state seal flag, Rhode Island does too. I’d put Connecticut in either B-tier or A-tier (I’m originally from Connecticut too so I’m probably biased) because for specifically blue state seal flags, I think theirs is the most gorgeous. The three grapevines in the shield with the Latin motto at the bottom is just *chef’s kiss*.

The Minnesota state flag design was won by a citizen of the state - it was really cool - had the North Star and the colors and bars represented the lakes and regions of the state. Then the state government changed it into the Somalia flag by removing some stars and realigning the bars and colors. Very disappointing. The winning design was great.

By your estimation over half of the U.S. states have flags that suck or nearly suck. As mentioned in several of the comments, you need to do a background check on some of them like TN, TX, WA, & couple of others. Completely agree that the state name or seal should NOT be used.
