I would say buy the skins. If you follow according to what the video states and end up with more than 1500 promo diamonds, you can easily end up with two to three skins or multiple emotes and other stuff. Plus with the infernal wyrmlord event there will be tickets to spend, just like hanabis moon light ninja event, thus giving you access to wish box and more skins. If you put your calculations correctly, you will end up with guaranteed results more spending on shop than placing your bets on draw events which is a huge gamble risk and chances of losing your promo diamonds and diamonds all to get a basic or elite skin.But then again if you are rich or extremely lucky feeling, go for the draw. That's all I have to say. Hope it helps!

Probably not as limited time skins doesn't have any discounts normally. So you will probably have to spend atleast 30 dias or so.

No.U can only get the STUN skins for diamonds when they first came out but since then u can only exchange the crests to get them

By lucky u can pull out in within just 10 draw but sometimes if unlucky u need to spend a lots its not guaranteed..last year I got on 320 diamonds
