The command which you have given in doc file in that command your region is different and it might be possible that region for other players will different so you have to mention that region point.. Because I got error and than I have checked in my lab region is us-central1 and in your case region is us-west1. So do this correction so everyone will able to know..
now iam doing this facing isuue in creating vm erro(A f1-micro VM instance is currently unavailable in the us-west1-b zone. Alternatively, you can try your request again with a different VM hardware configuration or at a later time. For more information, see the troubleshooting documentation)😥
