Can a magistrate in PA. accept a citation for each parent, subsequently find both parents guilty and fine both parents (married) for this one incident? Each fine is over $350 including fees. This is a truancy violation for one child under 15.

Magistrates can do pretty much whatever they want. If your school didn't follow the Student Attendance Improvement Plan or offer to create one with you, you should reach out and ask them why. If that doesn't get you a logical answer we'd suggest you contact the PA Dept of Education and ask them for help resolving this matter.
