I imagine the kind of money a farmer puts in preparing the farm and buying fertilizer and seeds then someone pockets all the money and supplies them with soil ..... very unfortunate. Majority of the farmers are poor.... what is this for real? The government is trying to fight hunger...

If he wasn't involved and has no ties to those involved, then it doesn't make any sense for, him to deny it. I'd be furious if I was Agric CS and someone was doing something that could destroy my legacy. I would investigate it to confirm, then go ruthlessly for the people behind it, because those are enemies. So denying it would be the last thing in my mind.
