Might be best to talk to a lawyer or even send an email to some online distributers, who knows? They might reply.

You need both. Premises allows beers to be sold there, Personal is for the person in charge of selling the beers. Restaurants are a slightly different beast to pubs so I'd consult a legal advisor for more details.
I'm a bit new to the whole Deliveroo/Uber Eats thing as my pub hasn't been doing it long, and we only really sell food through them. When we have sent beer out we have to label it as such and the driver has to ask for proof of age on delivery. I haven't been privy to the legal side of things, so it might be worth asking the delivery platforms you want to sell through. I expect that you might need both a personal and a premises licence but that's just my first thoughts. Best to check with your delivery platform, I'm sure they'll point you in the right direction.

The Drinking Age in the UK is funny. The age to buy and drink alcohol in licensed premises and shops is 18 and over, accept shandies are 16 and over. 16 and 17 year olds can drink beer, cider and wine in a licensed premises served with a meal with an adult aged 18 and over and the adult buys the alcohol. 14 to 17 year olds can enter a pub with an adult, but they can’t buy or drink alcohol. 5 to 17 year olds can drink alcohol at home or other private places with an adult aged 18 and over. I did always wonder some places made it 18 years and over to purchase a non alcoholic beer and now I get it.
My local Council sent me a email stating a business needs no licence to sell/serve Alcohol to paying public ? This still amazes me and should set precedents in the local area surely #welwyn #hatfield #grantshapps #council

yeah... ive broken the 15year old law....18 year old... ah
