Why doesn`t the captain turn around outside the harbour and come in astern ? He could still control direction using engines, rudders and bow thrusters.

Bien sûr que c'est normal. D'autre part il y a un pilote du port de Bastia à bord. C'est même lui qui a donné l'ordre de la manoeuvre.
