Ireland, Afghanistan, Zimbabwe and other upcoming nations should play tests among themselves,then only they can evolve and gain experience in tests,the game will be interesting.
Initially they shouldn't play against 8 teams,else they would struggle and the game will be boring.
After gaining maturity they can play against 8 teams
In my opinion, ICC should create a system that advertises the Test Cricket championship as the highest level of respect in the cricketing world. Here's a proposal:
1. T10 World Cup with 32 teams: All teams, including established ones like India and Australia, start from scratch and need to play qualifiers to qualify. No berth is given to already established cricket teams.
2. T20 World Cup with 24 teams: Qualification is based on the ranking, and the top 24 teams make it to the T20 World Cup.
3. ODI World Cup with 14 teams: The top 14 ranked teams qualify for the ODI World Cup.
4. Test World Cup with just 8 teams: This should be the most prestigious event in cricket.
Event timings:
- Test World Cup every 6 years
- ODI World Cup every 5 years
- T20 World Cup every 4 years
- T10 World Cup every 2 years
T10 and T20 status should be granted to every country. However, when it comes to ODI, if any team qualifies but doesn't hold ODI status, they must beat ODI status teams. For Test qualification, they will need to beat three teams if they fail to secure their qualification. If they don't manage to do so, their qualification will be given to the status team with a better ranking.

And just one type of play that is destructive batting. No skills no technique. That's why you can't predict anything in t20. India can be defeated by nepal in t20 but not in odi and test. That makes t20 more interesting too
