Garnet my goat His pickpocketing 3 making him pretty good at obtaining item with disguise, with general detection perk and lockpicking 2, he is pretty good at moving either with disguise or not. And social engineering, 2 is enough to fool some people, he doesn't need further, because only thing he need is one opportunity, and he will infiltrate anywhere.
It's kinda hard to rank operators since they are specialized, meaning they do something well and everything else not so well. Judging, for example, the Juggernaut based on his ability to stealth is not exactly correct. (not that I'm saying he did)
I’m still a little pissed that Operators ( a sequel to Entry Point ) doesn’t have Mobile support. All the good stealth games are only on computer assessable

Suppressed firearm, 2 max intimidation, 3 if you know what you're doing the mercenary is a viable stealth and loud(exept that does darn PMC-private military company that are agile like a monkey and hit like a hammer in the face), 4 is basically like the commando in Entry Point, used right and it becomes mighty.

Forgot to mention, yes the Juggernaut can kick open door, yes he has an additional firearm and yes, stealthing is possible, however it is overrated because first you only need one weapon(preferably concealed), second armor mean no disguise which leads to kicking doors which leads to noise and too much noise means LOCK DOWN, that would make the mercenary batter and underrated.
i'm using opal just to tank their dmg bit, may not much hp as aquamarine but kinda strong armor, however opal are weak when he don't have his armor, like some map give you armor for loud like dovecourt street make opal much tanky, meanwhile other map doesn't give you armor which make opal can get killed easily. Garnet was my early favorite character, his perk may good for infiltrate but not on crowded place or camera room and intercom is the only way to enter the crowded place, without intercom they know you're not one of them, about the camera room? still need to avoid the camera operator sight (no need avoid their camera if you has disguise but drop your unconcealed guns somewhere else). meanwhile diamond is a good character for crowded place with his disguise, Thespian perk is very helping and you don't have to worry about entering the camera room, but you're not allowed to touch their radio. Also Garnet's drill are kinda silent than other operator's drill (especially for vent, and un-lockpickable door) Btw you can steal the server instead of hack it, would it gonna be a challenge for 2nd map? even you got the sever, you still need the keys for those server.
