What if it inspected and call for 100 percent ties ?

@@916Concrete the clip holds the vertical rebar above the top of footing until the concrete is placed. The foot and heal of the vertical is tied into the footing rebar. I have been using these for 30 years and the inspectors love them because they hold the verticals securely during the pour. Thank you for asking though, it is a good question.
