Some of the substance abuse/addiction is mental illness being treated by the person. After Reagan closed most of the mental health hospitals these people have no where or no place to go. So many are actively hallucinating. It’s tragic.
Exactly, Montana. I worked in a State Hospital just prior to Reagan's "brainstorm", and saw the tragic results first-hand. What we have done to our mentally ill is the equivalent of dumping toxic waste into our water system. It's not only wrong, it's criminal - and very short-sighted.
Actually it was the ACLU that got tge mental institutions closeddown, about 40 years ago ! Why haven't the Democrats funded the community outpatient centers yet that were supposed to replace these closec down hospitals. They've had a supermajority in Sacramento for years.

This is a national shame in the richest country on the planet. The pictures that terrified me as a child of people on the street in third world countries has finally arrived on our doorsteps. Very disturbing to me at 72 and alone on SS ( poverty) because I am only one step away .

This Narrative is a false one, the only thing evident in taking a look at these videos is that the greater percentage of these unhoused are Mentally Ill, Drug Addicted and for the most part never a part of this city muchless this state (75% of which have been bussed in with the help of other counties and states) Stop the lies, these people have more then ample ability to get the help they want and need, they wont tho because they know for the most part it is predicated on the absence of addiction to methamphetamines, which they are not willing to give up, this is NOT a housing shortage or housing first issue, instead we need to be honest with mental health and drug addiction, something that is hardly if ever discussed with the Homeless Industrial Complex that simply siphons Millions if not Billions of dollars from our state...

You showed several questions during the video and I will sum-up one answer that just about covers them all- money allocated for the homeless is mostly NOT for the homeless themselves, it is for admin and government contracts. The homeless have become an industry to those two.
That includes many of the community organizations from what I've seen. Not pointing fingers at the Santa Monica homeless coalition since I know nothing about it.
I was a Mental Health Worker at a State Hospital during the early 1980s, back when there were services for these people. However, President Reagan abolished Voluntary Admissions in the mid-1980s, pushing them out into the street where "the community will take care of them". But the community was not prepared or funded for this monumental task - and still isn't. Where there used to be just the token homeless person in my town of 40K citizens, there are now hundreds - most of which are mentally ill, to one degree or another. We have opted for the short-term solution; penny-wise & pound-foolish. America has turned its back on mentally ill.
They turned them over to the prison industry. They are arrested for loitering, public indecency, petty little stuff. A vicious cycle and their mental health just worsens.
Santa Monica, and the West LA area, have been my home for the last 20 years and everything in this video is what I see on a daily basis. I *used* to walk to work near Wilshire and Bundy, but had to switch to driving because I was being harrassed by the homeless. One man exposed himself to me and sat at the bus stop right outside our building every day. The police took a report the first time I called, but when I called back to say he was constantly downstairs, they did nothing. A few of them walk around and swing metal poles, wander around completely naked, screaming at the top of their lungs, peeing in the gutters with their genitals exposed for all to see. It's completely unsafe. I no longer go out of my home after dark in fear that I will cross paths with one of them on one of their bad days. I feel like I am living in an unregulated, open, and exposed insane asylum and everyone is turning a blind eye. I truly believe we are living in a mental health crisis and our leaders can't figure it out.

In Canada, in a time like that, all you have to do is to enter an hospital and wait. No one will come to you asking what you are doing there. They will be just glad you don't ask for medical care. As a mather of fact, no one will come to you asking what you are doing there, EVEN IF you ask for medical care. Extremists would even say 'ESPECIALY if you ask for medical care'!
Our behavioral health system is so horrific. Having worked in over 60 active facilities across our nation in construction. We worked as patients were warehoused not treated or helped. Many of our homeless suffer from mental issues as do housed people. Time for change is an understatement.
I can speak on this situation on all three sides. I was once homeless, so I understand the feeling of being in a hopeless situation, but in most homeless situations a lot of the homeless have both mental/ substance issues that need serious addressing for in which first importance the churches need to be more involved than the government because I believe it's the responsibility of the church and not government to be intertwined with social services according to the bible when Jesus said that he would separate the sheep from the goat implying that when I was hungry you fed me, when cold you gave me shelter, when I was sick you came to see me in the hospital when I was in prison you visited me.
It's sad. And me being on disability don't ever mean it couldn't happen to me. The rents are going up. And I'm lucky to have a van and 3 tents and lots of camping stuff I know if I can't pay the rent anymore I'll go somewhere where it's warmer and live in my van and tents.

You can lead a horse to water, but can’t make him drink. Many of these homeless know where to get help, and to get off the street, but do not want to follow the rules associated with it. Those that want out get out, but they are a small population of the homeless, the rest would rather feed off the system.

But also remember, that the majority of homeless when offered treatment for substance addiction DECLINE the opportunity to get clean and sober. In addition, when offered a place to stay the average participants stay less than 2 weeks. The majority response is they feel lack of freedom and confined. Los Angels county statistics 2022. So, before you shed another tear think about that!
These offers for treatment have nothing to do with rehabilitation and everything to do with money and human sacrifice so gtfo with your advice and think more Cleary about your statements if you truly wish for the end to homelessness

The safest bet is to go by the statistics and using the bell curve of why people are homeless. Then you will see addiction to drugs or alcohol are at the top of the list. Mental illness is below and unemployment is the last.
These people need to be in drug treatment centers or mental hospitals. Unfortunately, they can not be held against their will and they choose to remain on the streets. It's a no win situation.

This is a very misleading and manipulative….CA will always have a homeless people because if you are homeless elsewhere in the US and have common sense,,,,,not long before you get a bus ticket to CA in hopes things will be better, as CA has better weather (no snowy winters or blazing summers), dense richer areas that are pretty charitable, more tolerant laws, better homeless services, etc. So CA will constantly absorb the homeless from all other states, many of who decide to “solve” homelessness in their town by harassing them until they move elsewhere….like to California. So CA is disproportionately the destination for the homeless across the US, with no easy fixers…it is a tough issue with many competing needs.
i have lived in santa monica for almost 68 years now - i was born in a hospital in los angeles then my parents lived in brentwood because they were taking care of an elderly woman then we moved to 3rd streetin santa monica then across the street from los amigos park up to an apartment on kansas ave then down to maple and euclid now to 1116 grant street where i live now - i have also lived at 34th street and ocean park blvd and londelius street in northridge i went to high school at st monica's catholic school and santa monica city college i would like to help the homeless people is there a place that i can help them? i will be calling someone on the city council people should not be left out in the rain with no food or shelter
Is the SamoShel shelter on Olympic,near the freeway open?In the 90's folks could get food stamps in 3 days and nearly 300$ a month just for the asking.Police are (or were respect ful and always kind to me.Ya, it does rain in LA in winter, yet when I bounced around there in the 90's,SM the city I thought was good to me.Go 5-7 miles east downtown LA-thats brutal street life.I thought there were much worse things in life than being a beach bum in beautiful and (in my opinion) kind Santa Monica.

I can speak on this situation on all three sides. I was once homeless, so I understand the feeling of being in a hopeless situation, but in most homeless situations a lot of the homeless have both mental/ substance issues that need serious addressing for in which first importance the churches need to be more involved than the government because I believe it's the responsibility of the church and not government to be intertwined with social services according to the bible when Jesus said that he would separate the sheep from the goat implying that when I was hungry you fed me, when cold you gave me shelter, when I was sick you came to see me in the hospital when I was in prison you visited me.
It's sad. And me being on disability don't ever mean it couldn't happen to me. The rents are going up. And I'm lucky to have a van and 3 tents and lots of camping stuff I know if I can't pay the rent anymore I'll go somewhere where it's warmer and live in my van and tents.
Open up empty stores for these poor people
I pray if I'm ever homeless I still have my car to live in. I can't imagine being on the street.

Heartbreaking we should and need to help these people that are suffering. God made us all . We could be in there shoes , I was once homeless with a baby it was terrible. But luckily I had My wonderful parents to me back after losing my trailer in a flood everything was gone . Iam sure some homeless people don't have their family. You can lead a horse to water, but can’t make him drink. Many of these homeless know where to get help, and to get off the street, but do not want to follow the rules associated with it. Those that want out get out, but they are a small population of the homeless, the rest would rather feed off the system.

a lot of millionaires make donations of course. Part of new housing concept are built with their money. 80% of the homeless are drug addicts, they cross an invisible line with no possible return. Of course rich people help a lot.

These offers for treatment have nothing to do with rehabilitation and everything to do with money and human sacrifice so gtfo with your advice and think more Cleary about your statements if you truly wish for the end to homelessness

The safest bet is to go by the statistics and using the bell curve of why people are homeless. Then you will see addiction to drugs or alcohol are at the top of the list. Mental illness is below and unemployment is the last.

They does everything to get these people off the street they refused. They pay as much as 550. Per night they rather sleeping on the street . I think it's more of a drug and mental health issue.

This is a very misleading and manipulative….CA will always have a homeless people because if you are homeless elsewhere in the US and have common sense,,,,,not long before you get a bus ticket to CA in hopes things will be better, as CA has better weather (no snowy winters or blazing summers), dense richer areas that are pretty charitable, more tolerant laws, better homeless services, etc. So CA will constantly absorb the homeless from all other states, many of who decide to “solve” homelessness in their town by harassing them until they move elsewhere….like to California.
So CA is disproportionately the destination for the homeless across the US, with no easy fixers…it is a tough issue with many competing needs.

i have lived in santa monica for almost 68 years now - i was born in a hospital in los angeles then my parents lived in brentwood because they were taking care of an elderly woman then we moved to 3rd streetin santa monica then across the street from los amigos park up to an apartment on kansas ave then down to maple and euclid now to 1116 grant street where i live now - i have also lived at 34th street and ocean park blvd and londelius street in northridge i went to high school at st monica's catholic school and santa monica city college i would like to help the homeless people is there a place that i can help them? i will be calling someone on the city council people should not be left out in the rain with no food or shelter

Sad too see, but these people are only a small portion of the homeless. Most can get help in shelters but they don't like to follow its rules. And many are on drugs. The bigger picture is this is fast becoming a social epidemic. And we, as a compassionate society need to find solutions to the problem. Buildings/homes with rent control for starters.
