Chain is out for habit. And when they are on musk they can be tied or else they will kill other elephant, other animals like cow or even kill humans... They will destroy property too once they are in musk.
And also elephant are given free run in jungle and chain makes them not go far deep in jungle, other wise they will meet wild bull elephant and fight will them.

It is used to track the elephant inside forest when they drag chain it leaves trail by following it they bring back elephant to camp
