I mean Kurumi still sorta lost to Yoshino despite having Rasiel, I think the big factor here is that Queen has far more time/energy reserve than Kurumi as you can see her rarely get tired from using her powers in the novel. Plus Queen is also highly intelligent and schematic, She was able to literally recreate inverse tohka with the help of her army. Even DAB Kurumi stated that the only way to kill or defeat Queen was to make her commit suicide. And DAB Kurumi is sorta comparable to original Kurumi. While Rasiel offers omniscience, It does not offer any solid offensive firepower.

You know one character people underestimate: Natsumi Her angel has the power to duplicate and reflect what another angel does. Like how in DaL IV Shido was able to use Natsumi to copy Michael (Mukuro’s Angel) to unlock her heart. Natsumi underrated!

I'd argue the only reason Natsumi is weak is because she has low battle iq. She did become a spirit when she was just a young girl and I reckon she did a lot more mischievous stuff rather than actually honing her control over her power. But the potential of her angel even if it's reduced is really strong, had she known how to fight with that potential, she could be really strong. (We know that while the spirits have knowledge of how their power works, they can to some degree, because I'm not sure if they can actually create new things from their own power, they can improve their skills. Ex : during the battle royale, Miku tried to overcome her over-reliance on her voice as her only form of offensive attack by actually using the pipes themselves that she can manifest with her angel, because if she mainly used her voice, it won't take long before she becomes unable to sing which effectively renders her useless. So yes, if Natsumi was the same, she can potentially be really strong, but I don't think she ever did)
Hope they introduce beast tohka tho. It looks imposible to cover volume 17-22 in one season since 17-19 has "A LOT" happening already. So maybe they might make a movie for her

If it's raw power, then it's Mio. All the power the other spirits and Shido has was derived from her, even after creating other spirits and splitting her power, she was still able to equal Wescott. If it's the ability to win fight, them it's Kurumi Tokisaki. Her ability to time travel and better mastery over her own powers then makes her the superior. Thats how powerfull a time traveling being is. If not for plot reasons Kurumi could have gotten information on how Mio was made, who made her specifically and erase her ever being born, considering how she's the owner of Zaphkiel she might even be immune from paradoxing herself from existence.
Because that was at the time Shidou doesn't have Mio's powers. It was also confirmed that he gets a massive stat boost once he got all of the Sephiras. There's simply a huge gap between them.
Spoilers ahead Once Wescott became the second spirit of origin, he basically was inverse Mio. Mio then merged herself with Belial (wescotts demon king) to destroy him as well as herself. Killing them both.
What people mistake is the difference between strong a weak. Itsuka wouldnt lose just because of his sheer power, but Kurumi would just turn back in time and kill him if needed. Meaning that amongst all spirits shes def the strongest.
