Except for Yakuza, every gang in GTA 3 Will Attack Claude. Maybe only the Red or purple gang in shoreside Will ignore you too, but for all the others you are a painted target 👌

Shoreside Vale is safe but the whole portlant isn't and a few part of Staunton island isn't safe because of yardies which attack you everywhere and the Fort Staunton which has the Cartel but it's not that dangerous because there are less cartel and the yakuza will make sure to keep you safe and protect you from any enemy gang
