      Yes in general case..
      Market is inefficient in allocation of these good

      I have not seen JNU Entrance exam paper for a long time but I believe a fair amount of proficiency in mathematics and economic theory should be required.

      Theoretically it is believed that all depositors do not withdraw their money at the same time, and all borrowers repay their loan as per agreed schedule. If either of this is violated bank will fail. In reality this situation arises when there is large scale default by borrowers on their repayment obligations. This could be due to genuine reasons (failure of business) or fraud. If depositors sense there is some trouble in the bank they all tend to withdraw their money (called bank run) which further complicate the matters.

      The highway may be put in the category of the congestible public good. So when consumption turn rival, and it is feasible to exclude people by putting up toll barriers, it is no longer be the public good. But, even if despite the congestion it is not feasible to put a barrier, it will not be put in the category of the public good.
