Crazy Suzy I wouldn't say that it is taken into consideration, because a stellium is about the planets and the ascendant is not a planet. You could maybe say that you have a stellium in the first house because with your Scorpio rising, it should rule your first house (but it doesn't have to be, you can also have your planets in the 12th house in Scorpio, eventhough that house is ruled by Libra) but I have forgotten if a stellium was about 4 planets or 5 ^^
