When you save Asriel/Flowey at the end of the True Pacifist Route and go back before exiting the underground, you can meet Asriel where you first fell down. When you name your character at the beginning of the game, you are picking a name for the first fallen human, which is Chara. Basically Chara and Frisk are gender neutral characters. However, they are meant to be whatever gender you feel most comfortable with. So, you can make Chara a boy, girl, or keep them gender neutral. The same goes with Frisk. Hope this clears some things up for you!
