Genthru is genuinely strong but you're correct, he's a step down from Hisoka and the fighters from the troupe. He's still pretty far above Gon and even above Killua though hence the plan. Also Biscuit is a monster. The databook for HxH puts her above Chrollo, Razor and Hisoka, that's how insane she is. Doesn't mean she would beat them in a fight mind you, but that does mean that her stats are better than theirs.
Biscuit is all about fundamentals (remember she trained Gon and Killua's master who also was all about training your nen fundamentals rather than fancy hatsu or conditions). That's why her hatsu is an out-of combat one, she doesn't use fancy hatsu for combat, she just trained her nen in every category as much as possible to be as well rounded a fighter as possible. She has strength, speed, everything.
Also you know they're not just gonna let Genthru and the other two leave and get away with it, they're still gonna go to jail for the rest of their lives. And considering there are jails that could hold Razor before he came to Greed Island, I'm sure Tsezugerra will find a good one for them. And Genthru probably would have died, he had major internal bleeding and the organs in his torso were probably in very bad shape, just because you can't see his guts sticking out of him doesn't mean he's not dying.
And so the best arc in any show begins.
Just in case it wasnt clear to anyone; razor and the other game masters control the spell cards and the cards can do all the crazy stuff they can because of the rules inherent to the game of greed island. there's a long list of rules as we've seen so this bottleneck allows ridiculously powerful effects like breath of archangel
That could just be Ging’s inspiration for the game, taking the general rule; “if you create more limitations, if you create wilder conditions, you can utilize the full potential and power of the nen” and Ging just wanted to see how far he could take that. Maybe greed island is the grandest, most convoluted hatsu ever made. So much so that it required several advanced nen users to make it work.

Also you"re harsh on Genthru's level , as you've probably seen by now , and as stated before by other players , he was actually quite strong . He'd likely body many nen users . He only looks average (which likely served the prupose of not giving away immediately that he was the bomber)

Why no one react that Gon didnt even know that he can heal this arm ? So he was prepare to lost his arm for ever just to be able to hurt Genthru for only his pride. That lake Gon a absolute crazy monster
He know about the card, they even prepared 6 clones to heal everyone after they have that card

The cards can only be used inside the game (apart from 3 cards the winner can take outside). I guess this (condition) is why the card are so powerful. Maybe the transformation limit is also a restriction that amplifies the cards abilities or at least prevent the creator from running out of nen. Im not quite sure which category the card would fall into, but razor said hes managing all the emitter spells so id guess one per nen type. Ging is one of the top 5 nen users so you can expect all the creators to be crazy strong. Now put the conditions on top of that and you get all these op cards inside the game ^^

Yeah there are a lot of factors like the fact that this isn't a combat situation meaning that the creators had all the time in the world to inject insane quantities of nen inside each part of the game. In combat you can't do that or you'll run out of nen and lose or die, but out of combat you can basically inject arbitrary amount of nen if you take your time.
Then there's the location restriction and the fact that all the cards are non-violent probably helps too, non violent effects seem stronger than violent ones: Remember the phantom troupe member, Korutopi? That guy could summon a fricking city by touching a building, that's insane and way stronger than what anyone else showed by this point and yet he's not very strong in combat so his nen is probably not insane by phantom troupe's standards. In contrast Silva used his nen to destroy a single floor of a skyscraper. There's no doubt Silva is waaaay stronger than Korutopi and yet Korutopi's hatsu is more impressive.
As far as the Breath of the Archangel goes, it was probably created by the reinforcement specialist since we saw during the Uvo fight that strong healing tend to come from reinforcement, but there's probably a bit of materialisation considering it can make limbs reappear even though natural healing can't do that on humans. So most likely it's a group effort with emphasis on reinforcement, materialisation and of course emission (so Razor) since like all cards it works just as well even far away from its creator.
And since Ging is a specialist, he probably made the framework for the entire game as making an entire game sounds like a specialist ability and as he's said to be one of the top 5 nen users, that framework must have been strong enough to strengthen the effects other game masters put into the game or at least allow them to inject tons of nen in each card.

How can it be the worst arc when its the best training arc, we really understand how much nen mastery they are lacking compared to others and how difficult it must be to control your nen like this in a real fight at full speed, i really love this arc for this

I like Neels comment over Genthru not using gyo to trick Gon and blow both of themselves up. He could do that, but we know he is not crazy enough to pull something like that off, which contrasts with Gon sacrificing his hand in order to get one hit on him, Genthru even calling him crazy. Of course you could argue that there is no reason for Genthru to try something like this, since he had the upper hand when it comes down to power and experience, but I just thought that it was an interesting observation from someone that is watching the show for the very first time. And even though it isn't explained how greed Island works if you think about nen and how setting up conditions: it makes sense you can make overpowered abilities and the most miraculous things happen as long as you are within the space of greed Island and you hold the ring. Yes you can take 3 cards out of the game.... if you beat the game that includes fighting Razor!! 🤣🤣🤣 so there are rules fo everything that make things like breath of the archangel able to exists.
