I think the raid ability will be possibly more impactful than the milling itself. Getting the ability to attack multiple times is already pretty good, but limiting your opponents options through mill with the effect is pretty solid. It seems that power is limited by the low amount of control, ramping, and stalling options needed to set up a game winning board. Most of the cards focus on milling cards from the deck, so removing cards already in play will be much harder than with most other decks.
I'll be talking about my experience playing the OG game: Don't underestimate those Mills. They WILL pile up faster than you expect. And Blue has all types of goodies to stop the opponent in their tracks almost as efficiently as White but in a more sadistic way. They can stop attacks / damage from Spirits based on their Cost, so, let's say for the rest of the turn your opponent cna't attakc with Spirits of Cost 4 or higher, in addition to a Destruction effect on the same card, and they also have the most extreme Hand Destruction in the game, like making you discard your entire hand and draw 2 cards. Blue is SCARY.
