Show the money trail ,and recovery ,and if you say money has been used,then hence unrecoverable, show bills, the case cant stand in air ,it has to have some material evidence to connect between the evidence and the statements of the witnesses, mere statements cant be relied upon. You cant keep somebody away from discharging his duties,specially a chief minister of a state.
Loot money, Bribe money, Illegal money and money to buy votes will not have bills and vouchers. Here, only money trail will happen and they have to trace the money route. Money cannot be recovered because money is distributed.
Assuming your logic, a murderer cannot be arrested or questioned based on statement of witnesses, unless the murder weapon is found. What if the murder weapon is not recovered, then he is not guilty.
