I think you understood it totally wrong. The game is not freedrive, it is shift based. Only qualified people can drive. Also if you would use your mind a little bit, you would see that in description, the city is locate far away from London. GMT+2 converts as EET, not "London time". Server is locked to prevent leaks and other issues.
