Simplified is a bit of a weird term to use in these circumstances but it was just a TH-cam comment so I didn't think much about it. You could argue using a recurring number is simpler, personally I wouldn't, using the whole and correct value at their lowest integers is more mathematically correct.
Not really sure what you're asking but he's using the Zaryte Crossbow special which guarantees a bolt proc if it hits (also gives x2 accuracy for the shot) and a bit of luck.

The chance of hitting 7 bolt procs in 10 attacks is roughly 1/1,666,666 or 3/5,000,000 simplified.
