Sounds like the new Battle Academy product, that contains 3 beginner decks with basic ex's that do minimal effects (other than damage). They have released 2 previously, and it comes with a boardgame type 2 player mat, and it's a great product to get new players to learn the game.
honestly, just seeing how the first 1/4th of this goes I'm not even amused. it's just there at this point. at least the card wasn't one that actually IS fully coded and still did this...
I notice mostly that the opponent always gets the best possible hand and i get the worst possible hand (at least almost) every time. On top of all that, depending on what kinda deck, the opponent ALWAYS have the exact counter deck. My Espathra deck is pretty great against Charizard but i only fight Chien (Pow?) Baxcalibar. Yet i switch decks weak against Charizard and then im fighting Charizards... Ive been stuck in the mewtwo/nekrozma rank for 3 weeks now or so. Win 1, lose 3, win 1, lose 1 due to game freezing, lose 3 more, ect ect

The “logged in on another device” was not related to the card or deck. It happened to me even though I didn’t have the card at all on my account

The Armarouge ex does a flat 200 damage which means it might replace the main Armarouge ex in Arceus fire decks.
