you have to consider that lucario's fast move generates energy far faster than blaziken's fast move! so technically lucario would fire off more than 2 charged moves in the time that blaziken fires off one

To test which is the better Fighter - you should test for longer on a stronger Pokémon (like a 4 star raid) - and should test by using the respective charge moves as soon as they are ready and possibly revive/relobby to see how long it takes for each to defeat the raid boss and compare the footage.

I don't think you conducted this test as accurately as your other tests: you only looked at damage dealt / time by using fast moves + 100 energy worth of damage.
However, what you didn't account for, is that Lucario generated much more energy than Blaziken; if you were fighting a tankier boss, and using charged moves all the way, Lucario would have put out way more damage.
You can see this because Blaziken used Focus Blast (100 energy) at 167 seconds and it got to about 80/90 more energy when you got Dedenne to red health at 157 seconds, meaning it generated 100 energy per roughly 11 seconds.
Lucario, on the other hand, used the second Aura Sphere (100 energy) at 170 seconds, and it got to another 100 energy at 163 seconds. This means it generated 100 energy per roughly 7/8 seconds.
In the specific raid boss you tested against, it looks like Blaziken dealt more damage if you don't account for extra energy, but Lucario could have put in more work since the energy generation is superior.

I would suggest not holding back charge moves as you are hurting the dps metric. Continue to use charge moves to get the life less than or equal to 25% (red hp bar).
i suggest not topping off just fast moves to hit hp = 25%, because you at basically handicapping a Pokémon for being more efficient on energy gain.
