My question is that if someone wants to apply with his spouse, assuming he will be principal applicant (both got bachelors degrees in engineering, wife has no work experience, but husband got 3+ years experience): Do they both (husband and wife) need to 1. take IELTS with min CLB7? and 2. both need their degrees evaluated or just husband's qualification will be sufficient?
It is not compulsory for both to do so. However, it is recommended that both spouses write ielts and have their credentials evaluated to get additional points. You can use the comprehensive ranking score tools to check your points.

Yes, it's possible. However , the person may have to write french or PNP
