If you have residence permit of Romania you can apply at German Embassy in Bucharest. Thanks

There are two ways depending on the rules of the country where you want to work.
1. Apply for visa at the Embassy of that country.
2. Apply at the immigration office in the country where you want to work.

With Hungary work permit you can only legally work in Hungary, you can travel to other Schengen zone countries for a period of upto 90 days but cannot settle there.
