Fresh if you want to make a tincture and are in no hurry because to fully draw out the medicine it will take 6 to 8 weeks. Anything less you might as well boil it lol.

Bi annual plant yes. First year leaves only. Second yr it will flower with seeds. Wherever you find it. It will be there next yr😊
