So the aluminum casting bore is off center, so when they go to line up the machining to bore with the crank they have to cut it off center from the outer diameter of the steel bore insert. Sounds like they're cutting corners on manufacturing. They need to just make the cast bore hole smaller so that there's enough material to cut the hole in the right place
