Judging by the name, and that it's grouped together with other DBS character themes at the bottom of the in-game BGM list, I assume that this is supposed to be Bergamo's theme. Universe 9 that he hails from was described as a universe equvalent of a "steaming trash heap" where survival of the fittest was the norm, so it makes sense to call it a "Cruel Galaxy".
Don't think it's unusual how LSSJ Broly (Z) was the first character that came to mind when I heard this.
