it depends on the character, for example yelan and xingqiu's burst projectiles are dynamic and are not snapshot (which is what you are describing). but with oz specifically, he snapshots buffs. Everytime you proc a electro based elemental reaction, your skill cooldown will reduce by 1 second. This has a cooldown of .8 seconds. Applyng pyro in general on the electro shield consumes the electro gauge units on the shield (which is what is breaking the shield). The result is overload. But 4p thundering fury allows you to apply pyro even faster with bennetts elemental skill because everytime you would proc overload in this situation, your skill cooldown is reduced by 1 second. When you are in bennetts elemental burst, your elemental skill cooldown is already on a 2 second cooldown due to bennetts ascension 4 talent. But with thundering fury, it becomes 1 second everytime you use his skill because you are proc'ing overload reactions. This is possible because bennetts elemental skill has NO ICD (internal cooldown, not sure if yk what that is) but it essentially means everytime you use bennetts elemental skill, it will ALWAYS proc a overload reaction in this situation because it has no ICD. lmk if u still have questions :)
