If i had to guess.. it may just be her preference? Also it probably takes alot of toll on the CPU to run the tracking software for 3d models... other vtubers may just want to use that for other activities?

It depends on the streamers themself, as for ange, even in her 2d she unintentionally move her hands like when interacting with people face to face, she will need the 3d to fully express herself, which works really well for her as you can see
