I'm so fucking dumb... I thought this anomaly meant that you get more dmg amp vs a lower cost unit. So I was surprised my twitch wasn't doing that much damage against some 3 or 2 costs...
I don't know. It says, "Gain 18% Damage Amp. Increased to 36% against units with lower star level" I assume that the 4 star gains 36% damage amp when it targets a 3 star or lower.

its not increase by target lower star its increase by Zyra's star, if you have 1 star Zyra you will have 36% AMP with 3star+ it will be 18%
