Yes. It's like Araki who makes Jojo lol, you'd think he HATES dogs with the way he treats them in Jojo, but nah he loves them. He makes dogs victims a lot of the times coz it's an easy way to get readers attached to a story and/or hate a villain.

While I do agree with you. There is something about this filler, G8, and pieces of some others that I wouldn't be surprised Oda had smaller arc/character ideas for that were ultimately repurposed as filler. For reasons, I'd say they weren't included is to not stunt the natural progress of the manga, add some reasons for anime padding and to give more wonder to the World while also letting the main story steal use some of that wonder (an example for this arc would be the use of dragons)
Not here to die on a hill for my beliefs but I think some of the filler have more Oda in them than is advertised

​@@Crystantemumnot sure about this arc, but the couple 'filler' episodes in logue town had some of his input iirc, he wanted to include them in the manga but ended up cutting them to line up entering the grand line with chapter 100.

@@Crystantemumso, this is the only filler arc that didn’t involve Oda. Because of that, there are some contradictions between these episodes and the rest of the story, like Zorro saying later that he doesn’t believe in dragons.

How can Luffy understand the Dragon's language?
For this arc, it's a filler. It's not written by Oda. So the anime company can make the plot to what they like. So that skill just applied for this arc only. In real manga plot, This plot never appear.
