I had a Condor system (The PUD jokingly); it was located on the lower belly strap, shape like a long hot-dog, I doubt if anyone would try to grab it since it was so low, they may have gotten a handful of surprise.
Unless that was done by prior arrangement, the jumper who deployed the pilot should lose the licence immediately for interfering with another jumper's rig. Then be banned from every DZ worldwide.

Absolutely. We should never even lay hands on someone elses gear whether on the ground or in the sky without their permission and the relevent knowledge.
