Relatively inelastic demand value is always less than 1, not either +1 or - 1. As in relatively inelastic, % change in quantity demanded is less than % change in price. So if value numerator is less than that of denominator, then the result is always less than 1. The - ve sign doesn't affect the answer. You can simply write the final result in the form of modulus as | ep |. Here - ve sign just indicates, there is - ve relationship between price and quantity demanded.
