As you saw, the merc got down relatively fast. Its always expected from merc to not get hit in the first 60 sec but against certain hunters his elbowpads arent that useful of a kiting ability. They do the work when you gotta get away from the hunter but they wont do the job forever if the hunter is actually on you for real.
So Mercenary might potentially be the only one who has tide and a chance to rescue off of this bonbon, so making him go down early and either chairing him or changing tartet to make him and others waste time healing is a strategy for hard camping hunter (if they didnt ban him) :> Especially now since his chairtime was being reduced and he only gas 3 elbow pads, hes not that much of a bad target anymore, especially for hunter with a good chase/camp and maybe even need presence.
If I see a Merc and get my first hit very early Im chasing him too and when they kite me after that first hit they most definitely kite to a cipher of their teammates so I can change target easily. Also theres a stereotype about Mercs being bad at kiting cause they play Merc a lot which is true more often than not!
