- Nov. 21 on The Story: Yesterday, we brought you the first part of our recent conversation with Michael Jordan, interim city administrator for the city of Portland. That first part was mostly the bad news: When Portland's new crop of elected officials take office in January, they'll inherit a budget that's in big trouble, and the city will likely need to lay off employees in order to plug the gaps. Jordan pointed to a huge expansion in the city's homelessness programs in the last few years, and declining property tax revenues from office vacancies downtown. Tonight, in part two of our interview, some good news. Jordan's project of transforming the city bureaucracy seems to be going well, and there looks to be progress on efforts to make the city more responsive and efficient.
