He is the sea and she is the wave.
Marina said in an interview that when her father died she had to travel to northern Greece where the only Muslim cemetery in Greece is. When she got there, she saw so many graves around her dad’s grave with the same date of death, people from Syria and Afghanistan that were drown in the sea trying to cross the Mediterranean Sea. Amongst them there were so many graves that there were no more than 50 cm, graves for little children drown with their parents. This image has haunted her since then and has connected this memory with this song.

This song was written for her dead father and yes means ''ah sea'' but she uses it as a metaphor.
