This is real Japanese Fusion Style, City-Pop is really similar but not the same, J-Fusion has a lots of instrumental passages, intensity changes, modulations, etc.

A big reason why it sounds like earlier videogame and nintendo tracks is because this music (jazz fusion) was very popular in Japan the 80's. Naturally the emerging videogame industry in Japan picked up the style and they kept it ever since
